On 13th March 2025, the (RCSC) Commissioner Dasho Tshering Cigay Dorji met with the civil servants of Punakha Dzongkhag Administration led by Dasho Dzongdag. During the session, Dasho commissioner highlighted key points from His Majesty’s royal address during the 117th National Day.
Dasho also elaborated on the Commission’s Strategic Roadmap for achieving Enlightened Entrepreneurial Bureaucracy (E2B 10x) by 2035 with 10 times productivity growth. Additionally, Dasho provided an in-depth discussion on the five strategic thrust areas outlined by the RCSC, which serve as a roadmap for civil service reforms and transformation.
The meeting was highly interactive, allowing participants to engage in meaningful discussions. Dasho actively listened to their concerns, collected valuable suggestions, and provided clarifications to their queries. This exchange fostered a deeper understanding of the civil service transformation initiatives and encouraged active participation in shaping a more effective and responsive public administration.
The afternoon session was solely based on the Performance Management system for the civil servants in the schools. The HR officer of Punakha presented on the Performance Management Cycle and the conduct of Performance Moderation followed by question and answer session. The concerns shared by the principals and the teachers were mostly centered around the need to do away with the PME quota and the participants strongly expressed their views regarding the workload of the teachers. Dasho Commissioner patiently listened to their concerns and noted all the points to be tabled during the full commission meeting.
The program ended with the closing remarks by Chief Dzongkhang Education Officer thanking the commission for their tireless efforts in transforming civil service in Bhutan.
